In a petite saucepan, gently mix brown sugar and water over medium heat until it boils softly. Let it simmer until it reaches 240 degrees F (115 degrees C) on a candy thermometer. To test, drop a bit of the syrup into cold water; it should form a delicate ball. Next, add butter, salt, cider vinegar, and 1/4 cup of heavy cream. In a non-plastic bowl, whisk together 2 tablespoons of the brown sugar-cream syrup with the remaining 1/2 cup of heavy cream until the mixture is whipped and forms soft peaks, about 2 to 3 minutes with an electric mixer.

To assemble the drink, pour around 1/4 cup of the brown sugar-cream mixture into a tall glass, then mix in a quarter of a bottle of cream soda. Top it off with the rest of the cream soda from the bottle and a portion of the whipped cream. Repeat this process for three more glasses before serving.
